In the morning of November 15, all attendees participated in the opening ceremony of the 2025 National Minigolf Open (Kunshan Station) and engaged in on-site observation and learning. By experiencing the competition atmosphere and organizational processes firsthand, the representatives gained valuable practical insights for the subsequent conference discussions.
During the morning session, Li Zhiping, Vice Chairperson of the China Minigolf Sport Promotion Committee (CMPC), delivered a work summary report on the previous term of the CMPC, systematically reviewing the progress and achievements made in promoting the sport over the past year. This was followed by Wu Wan’an, Secretary-General of the CMPC, who introduced the key work plan for the next phase, outlining the goals and pathways for future development. Finally, Huang Qiang, Deputy Director of the China Leisure Sports Administration Center (CLSAC) and newly appointed Chairperson of the CMPC, delivered an important speech, comprehensively summarizing the accomplishments of Minigolf in China and outlining the key tasks for the future.
In his address, Chairperson Huang Qiang fully acknowledged the remarkable achievements of Minigolf in China during the previous stage. He highlighted that the successful organization of the national-level coach and referee training courses has cultivated the first cohort of professional talent for the sport. Moreover, the successful hosting of the 2025 "Qingxi Cup" National Minigolf Championships in Qingxi Village, Yiyang City, Hunan Province, created a model case of deep integration of "culture, sports, and tourism," providing replicable success stories for the sport's promotion. He emphasized that the CLSAC will continue to support the work of the CMPC, bringing the fun and dynamic sport of Minigolf to millions of Chinese families and people.
In the afternoon session, Wang Zhihui, Chairperson of Suzhou SmartPutt Sports Technology Co., Ltd., first provided a systematic overview of experience in organizing Minigolf events. Subsequently, Li Bo, representative of the executing unit for the 2025 "Qingxi Cup" National Minigolf Championships, shared the event's success stories, offering valuable insights for promotion across regions—from event planning and execution to the integration of "culture, sports, and tourism." During the open discussion segment, representatives actively engaged in lively discussions on topics such as sport popularization, event innovation, and multi-industry integration.
To further improve the standardization system of the sport, the conference also included a dedicated session in the afternoon to review regulatory documents related to Minigolf, such as competition rules and event organization guidelines. This provided institutional safeguards for the healthy and orderly development of the sport.
On the morning of November 16, attendees continued to observe the matches of the 2025 National Minigolf Open (Kunshan Station), further learning about event operations and athlete management. They also fully experienced the charm of Minigolf after the matches, accumulating valuable experience for future promotion at the local level.
Through a combination of "observation + discussion + review," this National Minigolf Project Annual Work Conference comprehensively summarized the development experiences of the sport, clarified future pathways for advancement, and refined the regulatory framework. The conference fostered consensus, with all representatives expressing their commitment to using this meeting as a new starting point to jointly promote the development of Minigolf in their respective regions. This will inject new momentum into the nationwide promotion, popularization, and high-quality development of Minigolf.

IV. Expenses
(1) Accommodation, meals, and service fees for assigned technical officials during the competition will be covered by the hosting unit. Expenses for early check-in or late departure shall be borne by the individuals.
(2) Round-trip travel expenses for assigned technical officials (second-class seats on high-speed trains or bullet trains, hard sleeper on regular trains, or economy class airfare at a discount of 70% or lower, with no detours allowed) will be covered by the hosting unit.
(3) Reimbursement standards shall follow the Notice on Issuing the "Measures for the Administration of Travel Expenses of Central and State Organs" (Cai Hang [2013] No. 531) issued by the Ministry of Finance.
V. Other Matters
(1) Assigned technical officials are required to bring their referee certificates upon check-in.
(2) If unable to attend for any reason, a request for leave must be submitted to the China Leisure Sports Administration Center (CLSAC) by November 10 (Contact: Teacher Li, Tel: 010-87183980). Upon approval, the organizing unit will reassign personnel as needed based on work requirements.
(3) Assigned technical officials shall arrive at the competition venue on time. Please coordinate with the conference working group in advance for travel bookings. Any additional expenses incurred due to delayed arrival or exceeding travel cost limits for personal reasons shall be borne by the individuals.

V. Competition Method
(1) The competition will follow the Chinese Minigolf Competition Rules (Trial), reviewed and approved by the China Leisure Sports Administration Center (CLSAC).
(2) The competition will use standard Minigolf balls, clubs, and courses certified by the China Minigolf Sport Promotion Committee (CMPC).
(3) Events: Team Stroke Play, Individual Stroke Play
(4) Competition Divisions:
1. Adult Division: Born on or before December 31, 2007.
2. Youth Division: Born on or after January 1, 2008.
(5) Team and individual stroke play events will be conducted simultaneously. Group divisions and specific match sequences will be announced separately before the competition.
(6) Eligibility:
3. This event accepts team registrations from the general public. Participants under 18 years old must be accompanied by a guardian, and the guardian’s information must be submitted accordingly.
4. Team Registration: Each team in the Adult and Youth Divisions consists of 6 members (1 team leader/coach and 5 players). Team players will also participate in the individual stroke play event.
5. Team athletes may only represent one team and cannot compete for multiple teams.
6. Registered athletes must have no violations of national laws or regulations.
7. Registered athletes must have no history of major injuries or illnesses unsuitable for competition and must obtain personal accident and sudden illness insurance covering the event period.
VI. Ranking and Awards
Athletes' scores will count toward both team and individual rankings (except for divisions where individual ranking awards are not established). Final rankings will be calculated based on total scores, with lower scores ranking higher.
(1) Course Setup for Each Division:
1. Adult Division: One round on the "Feitian" 18-hole course and one round on the "Bentian" 18-hole course, totaling 36 holes.
2. Youth Division: One round on the "Feitian" 18-hole course, totaling 18 holes.
(2) Award Setup for Each Division:
1. Adult Division: Top 6 teams and top 10 male and female individuals will receive awards.
2. Youth Division: Top 6 teams and top 8 male and female individuals will receive awards.
(In case of ties, rules will follow the Chinese Minigolf Competition Rules (Trial).)

VIII. Registration and Check-in
(1) Registration:
1. All participating teams must register by completing the registration form (Attachment 1).
2. Teams (team leaders may submit consolidated registration materials) or individuals must send the completed registration form to the organizing committee’s email: office@minigolfsport.cn, and copy 525899064@qq.com. Registration is confirmed upon email acknowledgment from the organizing committee.
3. If unable to participate or needing to change athlete rosters after registration, notify the organizing committee at least 7 days before the competition; no changes will be accepted thereafter. Ensure all registration information is complete and accurate.
4. Registration Deadline: November 7, 17:30.
(2) Check-in:
1. Teams in the Adult Division must check in at the Zhouzhuang Wangyuan Valley International Minigolf Course by 20:00 on November 14. The following materials must be submitted:
(1) Second-generation ID card of each registered athlete and a photocopy.
(2) Signed Voluntary Participation Commitment Form (Attachment 2).
(3) Proof of personal accident and sudden acute illness insurance covering the round-trip journey.

IX. Expenses
Participation in this event is free of charge. Teams are responsible for their own transportation, accommodation, and meals. The organizing committee will provide recommendations for transportation and hotel accommodations.
X. Arbitration and Technical Officials
(1) An arbitration committee will be established, with members appointed by the organizer.
(2) The technical delegate and chief referees will be appointed by the organizer. Assistant referees, staff, and volunteers will be selected by the hosting units under the guidance of the committee.
XI. Competition Requirements
(1) Check-in:
1. Strictly adhere to the competition schedule. Arrive at the check-in area 30 minutes before the competition starts. Athletes must present identification and wear their athlete bibs for check-in by referees.
2. Athletes who fail to check in after the competition starts will be deemed to have voluntarily forfeited the match.
3. Check-in includes verifying the athlete's name and bib number against registration information. Inconsistencies will disqualify the athlete from competing, resulting in forfeiture.
(2) Attire Requirements:
1. Teams must provide their own competition uniforms (tops and pants), which should be uniform in style and color. Any elements deemed uncivilized, unhealthy, politically sensitive, or overly revealing are prohibited.
2. Athletes must not wear sports shoes with metal or sharp-edged studs. Gloves are permitted but must not leave any residue or visible scratches on the Minigolf balls.
XII. Appeals and Penalties
(1) On-site violations by participating teams will be handled according to the Chinese Minigolf Competition Rules (Trial). Appeal procedures and arbitration norms will be announced during the pre-competition joint meeting.
(2) Disputes arising during the event may be submitted to the China Sports Arbitration Commission for arbitration in accordance with the law.
(3) Athletes or teams violating relevant regulations of the organizing committee may face penalties, including public criticism, cancellation of competition results, disqualification, or other appropriate sanctions.
XIII. Final Interpretation
The final interpretation of these competition regulations resides with the China Leisure Sports Administration Center (CLSAC).

It has become an important vehicle for enriching public sports life and supporting the Healthy China initiative. In 2026, the national Minigolf events will closely align with the core objective of "balancing popularization and enhancement," focusing both on attracting beginners to experience the sport and providing a platform for high-level elite athletes to exchange and improve. This will drive Minigolf from a "leisure and entertainment" activity toward a direction that blends "competition and leisure," injecting new momentum into the high-quality development of national fitness.
III. Future Outlook: Uniting Multiple Forces to Write a New Chapter in Sports Development
A representative responsible for the on-site promotion of the Minigolf project stated that in 2025, efforts to promote and popularize Minigolf have been steadily advancing. In August, the first national-level referee and coach training courses were successfully held in Kunshan, Suzhou, establishing a professional talent pool of nearly 200 individuals. In early October, the 2025 National Minigolf Championships concluded successfully in Yiyang, Hunan, attracting 14 teams from six provinces and municipalities, garnering nationwide attention. The 2025 National Minigolf Open (Kunshan Station) will also be held in November. In 2026, under the guidance of CLSAC, the China Minigolf Sport Promotion Committee (CMPC) will actively collaborate with various partners to continuously improve the event service system, strengthen the training of referees and coaches, and enhance the promotion of events and activities. Minigolf will be introduced into multiple settings, including communities, schools, enterprises, and scenic spots, making it a national fitness activity that the public "loves to participate in, can participate in, and frequently participates in." Facing the backdrop of the rapid development of Minigolf, talent cultivation has become a critical factor in promoting the standardization and sustainable growth of the sport. Following the National Minigolf Referee Training Course, the 2025 National Minigolf Coach Training Course, organized by the China Leisure Sports Administration Center (CLSAC) of the General Administration of Sport of China (GASC), hosted by the China Minigolf Sport Promotion Committee (CMPC) and the Jiangsu Provincial Social Sports Management Center, and executed by Suzhou SmartPutt Sports Technology Co., Ltd., successfully concluded from August 31 to September 1 at the Suzhou Wangyuan Valley International Minigolf Course. This coach training course attracted a total of 69 participants from multiple provinces and cities across the country. Through an interactive learning environment, participants enhanced their teaching organization and communication skills in practice.

To further improve the professional talent training system for Minigolf and promote the standardized development of the sport, the 2025 National Minigolf Referee Training Course was successfully held from August 29 to 30 at the Suzhou Wangyuan Valley International Minigolf Course. The course was organized by the China Leisure Sports Administration Center (CLSAC) of the General Administration of Sport of China (GASC), hosted by the China Minigolf Sport Promotion Committee (CMPC) and the Jiangsu Provincial Social Sports Management Center, and executed by Suzhou SmartPutt Sports Technology Co., Ltd. The training attracted 97 participants from 12 provinces and municipalities across the country, who gathered to study Minigolf competition knowledge.
The two-day training covered rule interpretation, case studies, experience sharing, and practical drills. Through the close integration of theory and practice, participants systematically mastered the officiating methods and standard requirements for referees. Guided by the principles of "fairness, impartiality, and openness," the trainees not only enhanced their professional skills but also strengthened their sense of professional responsibility and mission, laying a solid foundation for the standardized organization of national Minigolf events in the future.
The assessment combined theory and practice, with a strong emphasis on real-world application. The theoretical section focused on testing the referees' understanding and application of the rules, particularly their judgment in special competition scenarios. The practical section simulated real-game situations, covering key aspects such as teeing off, strokes, stroke counting, and foul rulings, requiring participants to make quick and accurate decisions within time limits.
Looking ahead, under the guidance of China's national fitness strategy, Minigolf will continue to expand its reach. Promotion efforts will focus on communities, schools, office buildings, and other settings, enabling more people to participate and fostering a sports atmosphere that is "accessible to everyone and feasible everywhere." Meanwhile, the gradual improvement of the competition system will effectively enhance the sport's influence, boost participation enthusiasm, and form a virtuous cycle where events drive popularity and popularity fuels development.
During the upcoming National Day "Golden Week," the National Minigolf Championships will be held in Qingxi Village, Yiyang City, Hunan Province.
